Authorized immigration consultants are qualified and regulated by the Immigration Consultants of Canada Regulatory Council (ICCRC). Any breach of ethical conduct could mean that an RCIC loses the right to consult with clients.
Unauthorized representatives charge a fee for their services but are not regulated by the Canadian Council. They are also not acknowledged by the Department of Immigration, Refugees and Canadian Citizenship. Anything sent on your behalf will be rejected and sent back to you.
